Mr. Hosack is the Director of Local Governmental Relations at Balli-Law and is a registered Georgia lobbyist. He focuses on county and city governments, with an emphasis on planning, licensing, zoning and development.
Mr. Hosack began his career as a Community Planner for the State of Tennessee. He joined Cobb County Government in 1986 as a planner in the Planning and Zoning Department. He served Cobb County in various capacities for more than 30 years, including roles as a Senior Planner, Coordinator for Intergovernmental Relations, Planning Division Manager, and Director of the Community Development Agency, a position he held for 15 years.
In his role with the Community Development Agency, Mr. Hosack prepared and implemented Cobb County’s first comprehensive development standards document, applied administrative variances to support environmental compliance programs, oversaw the one-stop development review process, generated the region’s first inventory of redevelopment sites and assembled the county’s Redevelopment Overlay District. Mr. Hosack earned unparalleled experience in sports specific development where, working in partnership with the Atlanta Braves in his role as Community Development Director and later as County Manager, he led and directed Cobb County during the development of Truist Park and The Battery Atlanta.
On April 25, 2017, the Cobb County Board of Commissioners appointed Mr. Hosack as the Cobb County Manager where he served as Chief Executive Officer overseeing more than 4500 employees and an annual budget in excess of 490 million dollars. During his tenure as Cobb County Manager, and in addition to continued work on Truist Park and the Battery Atlanta, Mr. Hosack implemented a new 5-year Strategic Budgeting Process for Cobb County, enhanced the county’s AAA credit rating, oversaw a $750 million SPLOST program and implemented an overhaul of the county’s economic development incentives process leading to the relocation of the $200 million North American Headquarters of Thyssenkrup in partnership with the State of Georgia Department of Economic Development.
He is a Nationally Certified Planner through the American Institute of Certified Planners and a Certified Public Manager through the Carl Vinson Institute of Government at the University of Georgia. Mr. Hosack serves on Kennesaw State University’s Advisory Board for the MPA Program and served a four-year term as District Supervisor with the Cobb County Soil and Water Conservation District.
